That is why we have been <a href=\"https:\/\/weact.org\/updates\/with-extreme-heat-and-energy-bills-on-the-rise-we-act-and-over-60-orgs-demand-restoration-of-essential-cooling-and-cost-relief-for-vulnerable-communities\/\" target=\"_blank\" rel=\"noopener\">advocating for improvements and increased funding<\/a> for the federally-funded and state-administered <a href=\"https:\/\/weact.org\/programs\/home-energy-assistance-program\/\" target=\"_blank\" rel=\"noopener\">Home Energy Assistance Program<\/a> (HEAP).\r\n\r\nFortunately, New York City also has a network of <a href=\"https:\/\/weact.org\/programs\/cooling-centers\/\" target=\"_blank\" rel=\"noopener\">Cooling Centers<\/a> open to the public free of charge. The program was originally developed to assist people with heating their homes in the winter. But with climate change, more Americans are struggling to cool their homes due to heatwaves becoming hotter, longer, and more frequent. Download <a href=\"https:\/\/weact.org\/wp-content\/uploads\/2024\/08\/LIHEAP-Report.pdf\" target=\"_blank\" rel=\"noopener\">LIHEAP Needs a Lifeline: A Call to Strengthen the Low Income Home Energy Assistance Program in a Changing Climate<\/a> (PDF) to learn more about the challenges this program is facing, the deadly impact that is having on people of color and low-income, and what can be done to remedy it.\r\n\r\n&nbsp;\r\n\r\n<strong>2024 Extreme Heat Policy Agenda<\/strong>\r\nThrough our Heat, Health, &amp; Equity initiative, WE ACT has been working to address the disparate impact of extreme heat through mitigation and adaptation. This year, as one of the of the co-founders of the <a href=\"https:\/\/weact.org\/programs\/new-york-state-extreme-heat-coalition\/\" target=\"_blank\" rel=\"noopener\">New York State Extreme Heat Coalition<\/a>, we released a joint <a href=\"https:\/\/www.weact.org\/wp-content\/uploads\/2024\/06\/2024-Extreme-Heat-Policy-Agenda.pdf\" target=\"_blank\" rel=\"noopener\">Extreme Heat Policy Agenda<\/a> with recommended actions at both the city and state levels.\r\n\r\n&nbsp;\r\n\r\n&nbsp;\r\n\r\n<strong>The Challenge: New York is Getting Hotter and Residents of Color are Hardest Hit<\/strong>\r\nBecause of climate change, New York City summers are getting hotter and the heat is lasting longer. According to <a href=\"https:\/\/www.google.com\/url?q=https:\/\/www1.nyc.gov\/assets\/orr\/pdf\/Cool_Neighborhoods_NYC_Report.pdf&amp;sa=D&amp;ust=1585947310075000&amp;usg=AFQjCNGDx7CrQxwZikQNPkjeOqWloHywpA\">a report released in <\/a><a href=\"https:\/\/www.google.com\/url?q=https:\/\/www1.nyc.gov\/assets\/orr\/pdf\/Cool_Neighborhoods_NYC_Report.pdf&amp;sa=D&amp;ust=1585947310075000&amp;usg=AFQjCNGDx7CrQxwZikQNPkjeOqWloHywpA\">2017<\/a>, there are about 13 heatstroke deaths per year, over 100 deaths \u201cfrom natural causes exacerbated by extreme heat\u201d and over 450 \u201cheat-related emergency department visits\u201d in New York City. We know there is an injustice here, because <a href=\"https:\/\/www1.nyc.gov\/assets\/doh\/downloads\/pdf\/epi\/datatable47.pdf\">50 percent of the heat-related deaths in New York City are Black\/African American people, <\/a>even though <a href=\"https:\/\/www.census.gov\/quickfacts\/newyorkcitynewyork\">they make up only 25 percent of the city\u2019s population<\/a>. New York City may see an average temperature increase of 5.7\u00b0F, including a doubling of days above 90\u00b0F, by the 2050s according to the New York City Panel on Climate Change (NPCC). Parts of Northern Manhattan are particularly affected by this increase, as shown in the image to the right (source: NYC DOHMH, 2020). This is not just because of the temperature increase, but because a high percentage of Northern Manhattan residents are low income, and at least a third live in homes with maintenance deficiencies or in poorly weatherized old homes, with issues such as leaks, cracks, or holes. These factors make it more difficult to avoid the heat and properly cool the home, and make it more difficult to access help and prepare for extreme heat. Individuals without social connections, older adults, and people with disabilities or chronic illnesses are more likely to spend a lot of time at home in the heat and are more susceptible to illness or death during a heatwave.\r\n\r\n&nbsp;\r\n\r\n<strong>The Solution: The Extreme Heat Coalition is Fighting for Policy Change<\/strong>\r\nWE ACT has formed the Extreme Heat Coalition with a diverse group of environmental, housing, and social justice organizations. Together, we are advocating for protections serving low-income urban communities of color across New York State disproportionately burdened by extreme heat.\r\n<ul>\r\n \t<li>Support policy reform that addresses the City\u2019s rising temperatures through equitable maintenance and expansion of green spaces.<\/li>\r\n \t<li>Streamline access to energy efficiency and low emissions cooling technologies for low-income residents\r\nStrengthen the City\u2019s emergency planning during extreme heat events.<\/li>\r\n \t<li>Increase the utilization of and improve the services provided by New York City\u2019s Cooling Center Program<\/li>\r\n \t<li>Increase communication with vulnerable populations to raise awareness about extreme heat and its health impacts.<\/li>\r\n \t<li>Increase green design and renewable energy production to reduce strain on the energy grid while expanding access to cooling.<\/li>\r\n<\/ul>\r\nWe are also fighting to allow HEAP (<a href=\"https:\/\/weact.org\/programs\/home-energy-assistance-program\/\" target=\"_blank\" rel=\"noopener noreferrer\">Home Energy Assistance Program<\/a>) funds to be used to convert homes to cleaner and more efficient forms of cooling, and to increase overall funding for cooling through weatherization and direct cooling funding, such as the purchase, installation, and operation of air conditioners. We are also working to promote awareness, increase ease of access, and the overall improvement of New York City\u2019s <a href=\"https:\/\/weact.org\/programs\/cooling-centers\/\" target=\"_blank\" rel=\"noopener noreferrer\">Cooling Center Program<\/a>.
