In New York, these two necessities have been co-opted by bad actors to become for-profit commodities. The<\/span> real estate industry <span style=\"font-weight: 400;\">and the <\/span>fossil fuel industry <span style=\"font-weight: 400;\">both make billions of dollars for their investors by extracting wealth from our communities, poisoning our air, and displacing those who cannot afford ever-rising costs.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">In New York, profit-motivated landlords have increased <\/span><a href=\"https:\/\/gothamist.com\/news\/nyc-housing-costs-grew-68-in-last-decade-highest-jump-in-us-report-says\"><span style=\"font-weight: 400;\">rents to record-breaking levels, <\/span><\/a><a href=\"https:\/\/elite100agents.com\/new-york-city-rent-outpacing-wages\/#:~:text=New%20York%20City%20rents%20are,two%20percent%20annually%20on%20average\"><span style=\"font-weight: 400;\">outpacing<\/span><\/a><span style=\"font-weight: 400;\"> wages and leaving a record number of people struggling to make ends meet. <\/span><span style=\"font-weight: 400;\">In Manhattan, the average rent for an apartment has reached a record high of <\/span><a href=\"https:\/\/patch.com\/new-york\/new-york-city\/manhattans-rent-average-nearly-5-600-nyc-breaks-records-study\"><span style=\"font-weight: 400;\">$5,588 a month<\/span><\/a><span style=\"font-weight: 400;\">. Eviction rates have reached <\/span><a href=\"https:\/\/gothamist.com\/news\/nyc-evictions-surged-in-2023-with-legal-lockouts-nearing-pre-covid-levels\"><span style=\"font-weight: 400;\">pre-COVID levels <\/span><\/a><span style=\"font-weight: 400;\">and over <\/span><a href=\"https:\/\/smhttp-ssl-58547.nexcesscdn.net\/nycss\/images\/uploads\/pubs\/101023_HVS_brief_Sept_2023_V4.pdf\"><span style=\"font-weight: 400;\">50 percent of New Yorkers are rent burdened<\/span><\/a><span style=\"font-weight: 400;\">, meaning they spend over 30 percent of their income on rent. Across the state, 1.5 million households have no tenant protections from retaliatory or discriminatory evictions or unreasonable rent hikes. Meanwhile, <\/span><a href=\"https:\/\/www.aceee.org\/sites\/default\/files\/pdfs\/u2006.pdf\"><span style=\"font-weight: 400;\">1.86 million households in New York City pay over 6<\/span> <span style=\"font-weight: 400;\">percent (with some households paying up to 25 percent)\u00a0 of their monthly income on utility bills<\/span><\/a><span style=\"font-weight: 400;\">,\u00a0 and more than 1.2 million<\/span> <span style=\"font-weight: 400;\">are behind on utility payments. <\/span><span style=\"font-weight: 400;\">This forces families to make the impossible decision between paying rent, the utility bill, or getting food on the table. <\/span><span style=\"font-weight: 400;\">Meanwhile, utility companies in New York continue to increase the cost of energy, and use our money to subsidize the construction of more fossil fuel pipelines that pollute our neighborhoods and harm our health. Last year alone, Con Edison <\/span><a href=\"https:\/\/ny1.com\/nyc\/all-boroughs\/news\/2023\/07\/21\/con-ed-to-raise-gas-and-electric-rates-three-in-august\"><span style=\"font-weight: 400;\">increased utility bills by 14<\/span><\/a><span style=\"font-weight: 400;\"> percent, despite increasing shareholder profits by <\/span><a href=\"https:\/\/investor.conedison.com\/news-releases\/news-release-details\/con-edison-report-2023-earnings-february-15\"><span style=\"font-weight: 400;\">16 percent the year before<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">The laws in place allow these bad actors to continue to exploit our communities at the benefit of their bottom line. But it doesn\u2019t have to be this way. New Yorkers should not have to struggle to pay their rent and utility bills every month while landlords and utility companies continue to get richer. We can demand a better future for New Yorkers where residents have the security to know they can afford to stay in their homes and communities. Housing and energy are both basic human rights, and it\u2019s time we start treating them as such.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">WE ACT for Environmental Justice has launched the Our Homes Under Our Control Campaign, calling on state legislators and the Governor to pass legislation that will lower rent and utility bills for everyday New Yorkers, stop subsidizing the expansion of fossil fuel infrastructure, and give renters more tenant protections and democratic control over their homes and communities.\u00a0\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Key legislation in the Our Homes Under Our Control Campaign:<\/span>\r\n\r\n<b>NY HEAT Act<\/b>\r\n<span style=\"font-weight: 400;\">The NY HEAT Act would cap energy bills at 6 percent of a household's income, which could save families that are overburdened by utility costs up to $75\/month. If these bills are passed, ALL New Yorkers would have stronger protections against evictions and unfair rent increases, and more buildings would be eligible for rent stabilization so all renters can enjoy the stability of predetermined rent increases, the right to a lease renewal, and democratically controlled housing.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Universal Rent Control is an evolving campaign.
